Background

Following the launch of the National Mission in January 2021 a Residential Rehabilitation Working Group (RRWG) of experts across the system was established. The RRWG made a series of recommendations to improve access to treatment and utilisation of existing residential rehabilitation capacity. The RRWG recommendations include:

  • Access: there should be access to residential treatment on an equitable basis across Scotland.
  • Standardisation: a standardised approach to support good practice should be developed.
  • Pathways: referral pathways should be clear, consistent, and easy to navigate.[1]

In April 2022, Healthcare Improvement Scotland (HIS) were commissioned by the Scottish Government to establish ‘regional hubs’ to support these recommendations to be realised.

Regional Improvement Hubs

There is a total of six Regional Residential Rehabilitation Improvement Hubs established across Scotland, which are composed of ADP representatives from areas that share a geographical proximity with one another.

  • Highland and Islands Hub: Highlands, Orkney, Western Isles and Shetland
  • North-East Hub: Aberdeen, Aberdeenshire, Moray, Angus, Perth and Kinross, Dundee and Fife
  • West Hub: Glasgow City, Inverclyde, East Dunbartonshire, West Dunbartonshire, Renfrewshire and East Renfrewshire
  • Central Hub: North Lanarkshire, South Lanarkshire, Falkirk, Clackmannanshire and Stirling.
  • East Hub: Edinburgh City, West Lothian, Midlothian and East Lothian
  • South Hub: North Ayrshire, East Ayrshire, South Ayrshire, Dumfries and Galloway, Scottish Borders

The meetings occur approximately every six weeks and are chaired by a member of the HIS Pathways to Recovery Team.

Purpose

Regional improvement hubs provide a space for:

  • ADPs to share and learn for improvement, by showcasing areas of strength and identifying support needs to address areas for development.
  • To enable reflective practice and peer support in relation to common challenges.
  • To provide a forum for development of technical and relational knowledge and skills, and support localities to grow confidence in their role as specialists in their discipline.  This includes both formal and informal learning opportunities.
