The Same as You (Scottish Government, 2000) highlighted the need for a wholesale shift in thinking and approach to services for people with learning disabilities. The Keys to Life (Scottish Government, 2013) recognised that further work was required to reach the aspirations of a truly person-centred network of service provision and opportunities.
The programme has now closed. We worked with Health and Social Care Partnerships from October 2020 to March 2023 to:
- gather and provide insights into different approaches to review and design of services
- develop and test tools to support services to understand the needs of supported people, carers to inform future service design
- support exploration and define the issues in a local context
- provide opportunities to meet and learn from peer teams throughout Scotland
- share learning from different models of day support
- provide access to team coaching support
- host a space to share innovation, and
- influence national organisations.

How to apply the learning (tools and resources)
Services can make use of the learning and approaches used in the Collaborative. E.g.:
- using the Ladder of Co-production and User Outcomes to identify stakeholders and agree how they wish to be involved, and to examine expectations of your service
- mapping your existing data and reflecting on how service user outcomes are being met
- using a behavioural model to identify the individual, social and material world factors that affect day service provision and outcomes
- gathering insights from stakeholders by using a Problem Trees approach
- using Personas to reflect on whether user outcomes are being met in your services
- using User Journey Mapping to explore and understand the experiences of people who access your services
- Generating Ideas with stakeholders to unlock creativity and support the generation of solutions
- using Red Rules versus Blue Rules Framework to examine and unlock barriers to development
- help stakeholders to understand the user perspective in Achieving Outcomes: a game of choice and chance
